It's a "non-migrating" tackifier — permanently bonded to the fibers, so it never blows loose into your ductwork. And because it holds dust throughout the full depth of the pad, not just the surface, it holds more before it clogs than a basic pleated filter that loads up on the face and chokes your airflow.
Standard filters are manufactured slightly smaller than your duct opening so they're easy to slide in at the hardware store. That intentional gap means a portion of your air never touches the filter at all.
